EPA Student Contractor Opportunity for Nutrient Criteria Web-based Tool Development

The US Environmental Protection Agency is soliciting applications for a student contractor to provide services to assist in the enhancement of a web-based tool, which displays data relevant to nutrient criteria for coastal watersheds and estuaries. Data visualized in this tool includes watershed characteristics, stream nutrient levels, point source inputs, and estuarine information on causal and response variables (including chlorophyll a levels, macroalgal biomass, sediment organic content, and seagrass). The student contract shall provide the following services:
Assistance in software development and programming for geospatial data display and visualization on the web; assistance with developing reports and presentations to demonstrate project progress; assistance with testing and validation of software under development; and assistance with documenting program code, writing associated documentation to support the code developed, developing user guides to utilize the tools developed, and assistance with the development of web-based tools for the display of information.
This research is being conducted as part of EPA's Safe and Sustainable Water Resources (SSWR) Research Program, in the Western Ecology Division (WED), National Health and Environmental Effects Research Laboratory (NHEERL), Office of Research and Development (ORD) at the U.S. Environmental Protection Agency (EPA). The duty station for this work shall be the WED Pacific Coastal Ecology Branch laboratory in Newport, OR.
This solicitation is being issued pursuant to the personal services contracting authority granted by Congress in the Consolidated Appropriation Resolution for 2003 (P.L. 108-7). A firm-fixed-price purchase order will be issued to the successful student who is at least 18 years of age, and have completed at least two years of College in computer science or a related field. The base period of performance for this purchase order is for a period of twelve months (not to exceed 1375 hours) with an option to extend the contract for an additional (2) two (12) twelve month periods.
